2 Immigrant legally or unlawfully must have a criminal background

2a Each state will set a set of rules how to handle Immigrant legally or unlawfully

5, 10, 15 20 years

What State Services will be provided?

Health

Education

Welfare

For how long will these services be given?

3 each state participating in this new Immigrant program will choice

What type of skills must Immigrant Legally or unlawfully needed for each State

Each State will choice how many Immigrant Legally or unlawfully it wants

How many Highly Skilled labor example “Doctors”

How many Domesticated labor “Maids”

How many Manuel labor “fruit and vegetable”

4 each state will review yearly what type of skilled Immigrants they need and also change its rules, and can unparticipate at any time

5 Individual Cards would be issued to Immigrant Legally or unlawfully per state they are living in.

Plus said card would state skills they have.

Immigrant legally or unlawfully would not be able to move to another state without that state permission, Those Immigrant Legally or unlawfully that do this will be persecuted by federal law.

6 Immigrant legally or unlawfully would be allowed to choice which state they want to live in by their skill levels.

7 States can offer additional benefit to lure certain skilled Immigrant legally or unlawfully

8 No Federal money will be used for background work, transportation or any other type of services for Immigrant legally or unlawfully

9 if Immigrant legally or unlawfully are not wanted by any state, the federal Government will decided to persecute. Imprison or return Immigrant legally or unlawfully to their country.
